On the occasion of the opening of the CASS Forum (2010, Economics) – 9th International Forum on Urban Competitiveness (IFUC) in Nanjing, as organizers of the forum, we would like to extend, on behalf of CPC Nanjing Committee and 7.6 million Nanjing people, our warmest welcome to all the distinguished guests coming from afar.
Nanjing has been an important city famous for its history and culture since ancient times. The special geographical location and rich achievements in humanities have given Nanjing the reputation of being a beautiful place and hometown of emperors. About the Organizers
China Academy of Social Sciences (CASS)
CASS is the highest academic research organization in the fields of philosophy and social sciences and a national center for comprehensive studies in the People’s Republic of China. CASS was established in May 1977, growing out of the Department of Philosophy and Social Sciences, Chinese Academy of Sciences. It has four past presidents, namely, Professor Hu Qiaomu, Professor Ma Hong, Professor Hu Sheng and Professor Li Tieying. The present president is Professor Chen Kuiyuan.
CASS consists of 31 research institutes and 45 research centers. The research areas cover as many as 300 disciplines, among which 120 are national key ones. Now CASS has a total of over 4,200 research staff members, of whom 1,676 have senior professional titles, and 1,200 intermediate professional titles. Among them, there are renowned scholars with great academic achievements and international reputation as well as young, pioneering researchers.
Covering a whole spectrum of disciplines, CASS is engaged in innovative theoretic development and policy researches leveraging its great pool of talents and research materials. In the process of reform and modernization, CASS defines its mission as enhancing the humanities and social sciences research in China.
Nanjing
Nanjing is the provincial seat of Jiangsu province and a sub-provincial city with great historical and cultural heritage. Being a traffic hub in Yangtze River Delta that connects east and west, it also serves as a key state innovation base, a regional center for modern service industries and an important modern manufacturing base in the Yangtze River Delta. Nanjing, a livable riverside city, won Habitat Scroll of Honour Special Citation by UN Human Settlements Programme. It is going to host the 2014 Summer Youth Olympics.
As one of the four Great Ancient Capitals of China, Nanjing has great historical and cultural heritage. For thousands of years, it has been prosperous on the Yangtze River that has nurtured the Yangtze civilization. Sitting along rivers and by mountains, Nanjing is a beautiful city full of historical sites, surrounded by the dragon-like Zhong Mountain curling in its east and the tiger-like Stone Mountain crouching in the west.
Nanjing is an important manufacturing center as well as one of the four scientific research education cities in China. It is home to a number of leading universities and research institutes, making the city a key center of higher education and scientific research. Nanjing ranks among the “40 Cities with the Best Investment Climate” by nine ministries and No.5 in the “Top 50 Cities in Comprehensive Strength”.
Institute of Finance and Trade Economics,CASS (IFTE,CASS)
IFTE, CASS was founded in June 1978. Its predecessors were research groups on finance and commerce under the Institute of Economics, CASS. In the past 30 years, following a tradition of integrating theory with practice, IFTE,CASS has always focused on applied researches from macro, strategic and forward-looking perspectives on the foundation of basis theoretic studies, covering fields like public finance, taxation, banking, circulation, international trade and investment, price, tourism, urban economy, real estate, information services and service economic theories. The Institute has generated a series of scientific research achievements that have a great influence on national decision making and academic development, made by many world-famous scholars and experts in various fields. IFTE, CASS is growing into a bastion of academic excellence in finance and economics research as well as an important think tank for CPC central committee and the State Council.
Bureau of International Cooperation, CASS
Bureau of International Cooperation (BIC) is a functional department of the Chinese Academy of Social Sciences (CASS) in charge of acedemic exchanges and cooperation with foreign countries and regions.
CASS, as China’s top academic research organization in humanities and social sciences, has always actively engaged in academic exchanges. By the end of 2009, the exchange network of CASS had extended to over 100 countries and regions and the academy has established cooperation and exchanges by agreement with over 130 academies, research institutes, schools of higher education, foundations and government agencies. Extensive and in-depth exchanges have facilitated the implementation of the “going out” strategy in humanities and social sciences research and contributed to enhancing Chinese-foreign communication, understanding, friendship and cooperation.
Nanjing Academy of Social Sciences (NJASS)
Established January 1997, NJASS is a public service unit directly under Nanjing Municipal Government in joint operation with Nanjing Social Sciences Association. Under NJASS are three research institutes: Institute of Economic Development, Institute of Social Development and Institute of Culture and History. Nanjing Public Opinion Survey Center also has all its functions working at NJASS. Associated institutions include China (Nanjing) Institute of Urban Development Strategies, Institute of Hexi Development, Institute of International Peace, Institute of Intangible Heritage, Institute of Educational Science and Demography Development Research Center
NJASS research covers major topics in modern Marxism theories and economic, social and cultural development. It is engaged in various academic activities and international academic exchanges. NJASS also report its research findings and policy recommendations to CPC Nanjing and the municipal government of Nanjing. Since its inauguration, NJASS has fulfilled the responsibilities of academic research, cultural heritage preservation, theoretic innovation, policy advising, educating and social services under the guidance of Deng Xiaoping theories, the Three Represents and the Scientific Outlook on Development. It leverages its advantages in the pool of knowledge, expertise and research network to serve the key tasks of CPC Nanjing and the Municipal Government of Nanjing.
NJASS has taken on an open-minded and pragmatic approach ever since its establishment. Focusing on research, human resources and management, it has produced over 500 research findings in social sciences, serving the needs of Nanjing and Jiangsu and providing effective theoretic support and consulting to CPC and government decision making. NJASS actively plays its due role as a new social sciences think tank and has been recognized as ‘Best Municipal Academy of Social Sciences’ for several times.
China (Nanjing) Institute of Urban Development Strategies
Initiated by CPC Nanjing and Municipal Government of Nanjing and sponsored by Nanjing University, Southeast University and NJASS, China (Nanjing) Institute of Urban Development Strategies is the first academic “union” focusing its research on urban development strategies and innovative measures in China and abroad. Professor Hong Yinxing, Party Secretary of Nanjing University, is the President and the institute advisors include Party Secretary Zhu Shanlu of CPC Nanjing, Mayor Ji Jianye, Nanjing and Party Secretary Hu Lingyun of Southeast University.
The Institute carries out strategic research on how cities become market centers of production factors, how industrial centers full of factories grow into economic centers of corporate headquarters and how cities develop into education, research and cultural centers leading modern civilization. Its research projects bring together researchers in various universities and institutes. The Institute will hold workshops to invite experts and scholars in China and abroad to discuss in Nanjing urban development issues unique to Nanjing as well as those common to world cities.
The Better Hong Kong Foundation (BHKF)
BHKF was formed by influential Hong Kong business and community leaders in 1995 to build confidence in Hong Kong economic and social development and enhance greater international understanding between East and West by facilitating communications between Hong Kong, China and the global community. Dr. Ronnie Chan is Chairman of the Executive Committee and Ms. Karen Tang, its Executive Director. It is a non-profit making organization with no political affiliation. The Foundation's principal objective is to help build a better Hong Kong.
Center for City and Competitiveness,CASS
The Center for City and Competitiveness, CASS was a team of researchers directly under CASS leadership established on April 26, 2010, with Wang Weiguang, executive vice president of CASS, as its advisor, CASS vice president Li Yang as head of academic committee, IFTE director Pei Changhong as the council director, IFTE research fellow Ni Pengfei as center director. The center is made up of researchers from IFTE Division of Urban and Real Estate Economics and urban competitiveness program. Scholars from home and abroad will also be involved in the center research work in various manners.
In recent years, the team has been very innovative in its research. Their findings on urban competitiveness won a “Sun Yefang Economics Award” and research on housing development in China won the sponsorship of Major Programs of National Social Sciences Foundation. Its bluepaper on urban competitiveness and other findings have become important academic brand names for CASS with strong domestic and international impact, further consolidating CASS leadership in these research fields as well as providing consultancy to central and local decision makers. The team brings together urban competitiveness experts worldwide and set up the Global Urban Competitiveness Project (GUCP) group to engage institutions like the World Bank and renowned individual scholars in high level research cooperation. The international forum on urban competitiveness held by the center gives CASS greater influence and greater voice in the international academic circles.
Global Urban Competitiveness Project
Global Urban Competitiveness Project (GUCP)is sponsored by Professor Peter Karl Kresl ( Bucknell University, the U.S.A) and Dr. Ni Pengfei( Chinese Academy of Social Sciences, China) during the first international forum on urban competitiveness in August, 2004. GUCP project group is a group dedicated in researching city competitiveness which was founded by top experts and scholars from the US, UK, Canada, Mexico, South Korea, Japan etc. in April, 2005 in Ottawa, Canada. GUCP aims to gather all specialists and experts who are interested in urban competitiveness to conduct research. GUCP has a committee, in which Professor Peter Karl Kresl is president and Ni Pengfei is general secretary.
Social Sciences Academic Press
Social Sciences Academic Press (SSAP) was established in 1985, it is a professional publishing institution, specialized in the field of humanities and social sciences, directly under the leadership of the Chinese Academy of Social Sciences (CASS). In 1998, SSAP entered a stage of so-called “Path-breaking II” and based on the rich academic works and expert resources in the Chinese Academy of Social Sciences, SSAP has great ambitions and always insists on the target to “Create Classics of Social Sciences, Provide Academic Works for Posterity”, which obtained distinguished achievement. The sales income is annually increasing average 20%.
SSAP have published books of famous academic brand, such as ‘Yearbooks’, ‘Guide to the World States’, ‘One Hundred Years of Oracle Bone Inscription Research’, Collection of Translated Works on Globalization . SSAP has maintained a publishing capacity of 1000 publications and 350million characters annually. There is a high-quality team of over 200 members for editing, publishing and sales business, with young doctors and masters as the main body and experts of different academic disciplines from CASS as the main support.
In the new development period, SSAP, by combining social needs, self-condition and development of publishing industry, has decided on a new goal of path-breaking, that is: to construct a platform for promoting works of humanities and social sciences, to develop itself into a professional academic press of books, magazines, audio-video and electronic and digital publications for high-level readers and clients in China and abroad, and to be a supplier of the humanities and social sciences resource with unique competitive powers, thus, SSAP can be a notable domestic and overseas specialized academic publishing press.

About CASS Forum
According to the report of the 17th CPC national congress , China is set to “develop philosophy and social sciences”, “encourage people working in these fields to serve as a think tank”, and “introduce related outstanding achievements and distinguished scholars to the world arena.” The launch of CASS Forum is an important step taken by CASS to implement CPC guidelines and the “going out” strategies for philosophy and social sciences.
CASS established China Social Sciences Forum (CASS Forum) in 2010. Based on the research achievements and expertise of CASS as well as its extensive network of academic exchanges, the Forum engages in high level research on economic and social development of China, major global issues, Chinese cultural heritage preservation and development and international cultural exchanges and interaction. Renowned scholars home and abroad, experts from think tanks and international organizations, representatives of governments and businesses will discuss current issues from both strategic and forward looking perspectives. The Forum will also invite high level guest speakers from governments, academia and industries to communicate with forum delegates.
The Forum aims to become a high level platform for social sciences and humanities discussions on which the world may know more about China. The Chinese academia can also learn from scholars worldwide through the Forum, contributing wisdom and power to the harmonious development of China and the world at large.
The Forum has one annual meeting and several workshops. The workshops deal with major disciplines in social sciences and humanities including Marxism research, economics, sociology, international issues, legal science, philosophy, history and literature etc. Under the Forum framework, eighteen international workshops are to be held in 2010, focusing on themes such as “Macroeconomic performance and policies in China”, “China’s Labor Market, Post Financial Crisis”, “Social Security and Human Resources Development, Post Financial Crisis”, “Carbon Budget and Climate Justice”, “Urban Competitiveness”, “Social Mobility and Social Harmony”, “Soft Power and the Changing International System”, “Post Crisis Regional Economic Integration”, “Asian Regional Cooperation”, “Sino-EU relations after the Lisbon Treaty”, “the 21st Century Archeology, China and the World”, “Modern China and the World”, “Comparative Studies on the Reflections and Reconciliations in East Asia and Europe post WWII” and “the Cultural Origins of Modern Lifestyles”, etc. The Forum annual meeting is scheduled in October this year.
About International Forum on
Urban Competitiveness
The international forum on Urban Competitiveness is sponsored by GUCP, which is composed of specialists and experts from the U.S.A, Canada, China, Britain, the Netherlands, Mexico, Italy and Hong Kong. The conference, co-organized once a year by one organization to which GUCP members are affiliated and one organization in the host, invites scholars, officials and business executives who are interested in urban competitiveness. The GUCP secretariat sits in Institute of Finance and Trade Economics of Chinese Academy of Social Sciences. The conference of GUCP has been held four times. (for details see the attached table)
The first was held in Qingdao international news centre on Aug. 22-24, 2004, co-hosted by Chinese Academy of Social Sciences and Qingdao municipal government and co-organized by Institute of Finance and Trade Economics of Chinese Academy of Social Sciences, Propaganda Department of Qingdao Municipal Communist Party of China Committee, and Economic Daily. More than 100 participants attended the conference, including high-level officials from the State Council and ministries, multinational corporation executives and renowned experts in the field of urban competitiveness.
The second was held in Ottawa, Canada on April 16-18, 2005 by Canadian Policy Research Institute. Experts from the U.S., Canada, China, Britain, the Netherlands, Mexico and Hong Kong participated in the conference. The participants explored the latest theoretic research progress on urban competitiveness, reached a consensus on the definitions of some key concepts in urban competitiveness and launched a conference declaration.
The third international forum was held in Chengdu International Convention and Exhibition Center on June 9-11, 2006, co-hosted by Chinese Academy of Social Sciences, Chinese Academy of Sciences, Renmin University, Chengdu Municipal Government and organized by institute of Finance and Trade Economics of Chinese Academy of Social Sciences, International Cooperation Bureau of Chinese Academy of Social Sciences, Chengdu Branch of Chinese Academy of Sciences, Regional and Municipal Economy Research Institute of Renmin University, General Office of Chengdu Municipal Government and Chengdu Development and Reform Commission. The theme of the conference is the Urbanization Path for China: Urban and Rural Integration. Experts from many countries in the field of urbanization and urban competitiveness and officials from Chinese central government and relevant international organizations participated in the conference for discussions on the Chinese path of urbanization—urban and rural integration as well as the approaches of improving comprehensive urban competitiveness.
The forth was held in Seoul on Dec.5-7, 2007, organized by ROK Ministry of Regional Autonomy and the Industry Research
Institute. The theme of the conference is International Urban Competitiveness and Urban Positioning Strategies. Experts from the U.S., China, Britain, the Netherlands, Mexico, Hong Kong, and Korea participated in the conference and exchanged views on urban competitiveness theories, and updates on empirical and strategic research. Leaders of ROK Government, mayors, renowned experts, entrepreneurs, an media representatives also attended discussions.
The Fifth of Urban Competitiveness was held in Yangzhou city, Jiangsu province, on July 26-27, 2008, by Chinese Academy of Social Sciences and Yangzhou municipal government, together with Institute of Finance and Trade Economics, Chinese Academy of Social Sciences, being responsible for concrete work. Leaders from the host organizations, members of the project group, leaders from relative departments and commissions of the State Council, exports from universities and colleges and research institutes, the mayor, as well as scholars in urban competitiveness from countries and regions such as USA, Germany, Japan, South Korea, Hong,, , Kong (China) and so on, attended the conference. With "The sustainable road for urban development in oriented countries" being the theme, they took the ideas and practices in Yangzhou as the case, exchanged research results, and discussed deeply about the effective approaches to improve urban competitiveness.
The Sixth took place at El Colegio de Mexico, on November 20th and 21st, 2008. The general purpose of the Sixth Conference was to know and discuss theoretical perspectives, empirical studies and formulation and implementation experiences of public policy that help in understanding the competitive performance of Mexican cities in the international
context; this would be the base to propose recommendations, both to enrich research and to improve comprehension of public policy actions necessary for the urban competitiveness of Mexico. This conference was organized by El Colegio de Mexico, with the financial support of the National Council of Science and Technology.
The Seventh meeting of the GUCP, The Conference on Pennsylvania's Cities and Towns, took place in Philadelphia (USA), with support of the Department of Community and Economic Development of he Commonwealth of Pennsylvania on Apr 2 sc —4th, 2009. Presentations were made by GUCP members plus former mayor of Johnstown (Pennsylvania) Don Zucco and David Maurrasse, a consultant from New York City. Presentations were focused on issues of local governance, aging, industrial tourism, urban competitiveness, and urban planning. They were designed to be of benefit to local authorities and decision-makers in Pennsylvania's cities and towns. It is anticipated that the proceedings of the Conference will be published as a paper bound book by Bucknell University Press later this year or early in 2010."
The Eighth Conference of Urban Competitiveness took place on Dec.10-12 2009 at Naples Italy. More than 10 countries experts and government officers from Italy attended the conference. The main thematic areas focus on (1) Beyond the crisis: main tendencies and probable futures; (2) Future of cities: urban and rural areas, science and knowledge, sources and energies for life; (3) competitiveness, sustainable development, economy of change.
