Gao Peiyong,was born in January, 1959 in Tianjin. He is Academy Member of Chinese Academy of Social Sciences(CASS) and currently serves as President of Institute of Finance and EconomicsStrategies at CASS, professor and doctoral supervisor. He is ExecutiveCommittee Member of Economic Department at graduate school of CASS.His is mainly specialized in fiscal and taxation theory studies and policy analysis.

From 1978 to 1985,he studied Department of Economics at Tianjin Institute of Finance and Economicsand got bachelor's and master's degrees in Economics. From 1985 to 1994, he taughtcourses in Tianjin Institute of Finance and Economics, successively serving as teachingassistant, instructor and associate professor. From 1991 to 1991, he obtained adoctorial degree in Economics at Department of Finance and Economics at Renmin Universityof China. From 1994 to 2003, he taught coursed in Renmin University of China, successivelyserving as associate professor, professor, doctoral supervisor, Deputy Directorof Postgraduate Cultivation Management Office, Director of Postgraduate CultivationManagement Office, Vice President of Graduate School and Director of PostgraduateCultivation Management Office, Assistant Principal and Director of Dean'sOffice, Assistant Principal. Since 2003, he has served at Instituteof Finance and Trade Economics at CASS,successively serving as professor, doctoral supervisor, Deputy Director of theInstitute, Party Secretary and Deputy Director of the Institute, Director ofthe Institute of Finance and Trade Economics at Graduate Schoolof CASS, Executive Committee Member of Economic Department at Graduate Schoolof CASS.

In 1997, he waschosen to join the “100-Talent Engineering Project” of Beijing. In 1998, he is chosen to join named"Cross-century Talents Cultivation Project" of the Ministry of Educationand "Millions Talents Engineering Project" of the Ministry ofPersonnel (the first and second level). At the same year, he received a specialgovernment allowance from the State Council.

He is concurrentlyDiscipline Appraisal Group Member of Academic Degree Committee of the State Council,Expert Advisory Committee Member of the State Council Customs Tariff Commission,Vice President of China International Taxation Research Institute, ExecutiveDirector of China Finance Society, Executive Director of China Auditing Society,Executive Director of China Urban Finance Society, Vice Chairman of Academic Committeeof China Taxation Society, Director of China Taxation Consultancy Society, VicePresident of Beijing Finance Society, Director of Beijing Economy Society.Besides, he takes many other social positions and is Distinguished Professor orPart-Time Professor for more than twenty institutions of higher education.

He was presenterof Party and government leaders’ collective learning for three times: on April16, 1997, he gave thematic explanations for leading officials of the State Counciland responsible comrades of every Ministry’s General Office on the topic of “China'staxation and taxation system under the conditions of market economy”; onJanuary 8, 2010, he gave thematic explanations for the 17th session of PoliticalBureau of the CPC Central Committee’s 18th collective learning on the topic of  “fiscal and taxation systems of majorcountries in the world and deepening of China’s fiscal and taxation system reforms”;on September 29, 2010, he gave thematic explanations for the 17th session of PoliticalBureau of the CPC Central Committee’s 23rd collective learning on the topic of “researchon correctly dealing with the contradictions among the people in the new period”.

He has successivelypublished many theoretical works like “Introduction to Government Bond Economics”,“Research on Operational Mechanism of Government Bond”, "China's Financial Operation Mechanismin the Process of Marketization", “Public Economics”, "Research on theReforms of Taxes and Fees”. Also, he has published hundreds of representative thesislike “Public Finance: Concepts and Evolution Path”, “China Taxation and TaxationSystem Under the Condition of Market Economy”, “Market Economy System and the Frameworkof Public Finance”, “Constructing Mechanisms and Adding Channels Must BeEmphasized to Solve the Problem of Income Distribution” on academic journals asEconomic Research, Finance and Economy, WorldEconomy, Finance Research, Taxation and others as well as on newspapers as People'sDaily, Guangming daily.
