“Tenth AnniversaryConference of Southwest Dept. of Greenland” andthe “Development of Urbanization and Southwest Outlook Forum” was held in Chengdu on March 29th,2014. Jia Kang, the director of the Institute of Fiscal Science, Yang Yiyong,the director of the National Institute for Social Development and ReformCommission and Ni Pengfei, the director of GUCP, CASS presented and had anin-depth discussion on the new urbanization issues in Southwest China as wellas how the real estate industry take part in and stimulate the urbanizationthere. The report done by GUCP was formally released named “new urbanization modelexploration under the circumstance of develop-the-west strategy—case study based on Greenland”
During the forum,the experts stated their views of southwestern urbanization from economic,social-institutional, and corporate practice perspectives, and deeply discussedissues like “enterprises’ participation in in urbanization development model”. Interms of the major project achievement “new urbanization model explorationunder the circumstance of develop-the-west strategy—case study based on Greenland”,project leader Ni Pengfei expounded the significance of organizational patternsof urbanization from a macro point of view, with plenty of research data andtheoretical research model. He stressed that in the past the government-ledurbanization caused six sorts of imbalances , including population imbalance,land imbalance , industry imbalance, spatial structure imbalances and urbansystem imbalances , which seriously the quality and process of urbanization inChina. After the analysis and summary, he raised a brand new theoretical modelin which urbanization is determined by the market and includes companies. Hedescribed the model’s mechanism and process in detail and stated the model hadthe typical new-urbanization features such as government-led, company-operated,society-participated and residents-automated. Afterwards, professor Ni based onthe case of the Southwest Dept. of Greenland, introduced its uniquecontributions to Southwestern urbanization development in last decades andexplained the companies’ central roles in new-urbanization. Lastly, he providedsome suggestions for the new-urbanization reforms from four angles: “institutionand policy”, ”system and policy”, “strategy and planning”, “management andservice”.
In the forum,Jia Kang, Director of the Institute of Fiscal Science, also analyzedthe role of leading real estate enterprises in promoting and developing localeconomies, particularly on the problems emerge from the southwesterndevelopment process and respective solutions. Jia Kang thinks that the realestate’s initial contribution to economic growth is much higher than otherindustries and it should not be neglected, therefore, large real estatecompanies plays critical role in regional and urbanization developmentprogress. He stressed that, large and medium scale enterprises should speed upand insist to implement the urbanization-related investment projects, activelyprovide energy and efforts to southwestern urbanization and solve the problemswhich may emerge in the urbanization process. National Institute of SocialDevelopment and Reform Commission director Yang Yiyong elaborated methods andthe importance of the company's future participation in urban operations.
